A waiver of recruitment is an exception to the normal requirement to advertise, allowing a specific individual to be hired without listing the position for open recruitment and advertisement. Unless a waiver is approved, advertising is required for all faculty positions (Assistant Professor or higher, 50% FTE or more) to allow equal access and opportunities for applicants. The waiver process is guided by the UMB Policy on Waivers of Formal Search Requirements for Faculty Appointments

Note:  The campus will not a approve a waiver of recruitment for the ranks of Instructor or Research Associate.  Rationale:  A competitive recruitment is not required for ranks below Assistant Professor; therefore, a waiver of recruitment is unnecessary.

How to Submit a Waiver Request

To formally submit a waiver request, email the following two attachments to Monique Ogarro (mogarro@som.umaryland.edu) and copy David Ingle (dingle@som.umaryland.edu).

Attachment One (Combine the following four documents into ONE PDF):

  1. Waiver Request Letter Template - Submit a recruitment waiver request letter from Department Chair to Dean providing a detailed justification for a waiver of the recruitment requirements. One of the six possible circumstances listed in the UMB Policy on Waivers of Formal Search Requirements for Faculty Appointments must be cited. The letter should be signed by the Department Chair (and Center, Institute or Program Director, if applicable), but sent to the Office of Academic Administration
  2. Candidate's CV
  3. Salary Sheet (rev. 02-07-25)
  4. Foreign Relationship Questionnaire

Review

OAA will forward the request to the campus for review, then reply to the requester.

Reminders

  • Circumstance numbers 5 and 6 from the UMB policy allow for promotion on the non-tenure track only
  • An appointment as Research Associate or Instructor no longer requires advertising.  Therefore, you can appoint someone at one of these ranks without a search.  See Offer Process.
  • Unless a waiver is approved, it is required to advertise for all faculty positions (Assistant Professor or higher, 50% FTE or more) to allow equal access and opportunities for applicants.  See Recruitment Process.
