Pat Breault has been the Administrator of the Department of Medicine since 1984, overseeing all the administrative components of the Department of Medicine.

Among his many duties are accounting and finance, including all payroll, funds budgeting, professional fee billing, research billing and collections; academic affairs, including faculty recruitment processes; strategic planning for the department; clinical and research space administration; research compliance; management of the ambulatory practice site; patient appointment scheduling; monthly management information reports; affiliate hospital contract management; employee benefits and parking; desktop computer services and information technology; and, finally, construction project planning and management.

Assisting him with this monumental effort are 11 administrators and six directors, who oversee each of the department’s divisions.

Lee Ann Buhrman, MBA, Director of Professional Fees: Ms. Buhrman came from a private radiology practice to the Department of Medicine’s Office of Professional Fees in October of 1984. She was Data Operations Manager for two years, then spent eight years as the Associate Director of the department before being promoted to Director in 1992. She can be reached at


Kimberley Carhart, Operations Manager: Kim has been employed at the University since 1987, working for Surgery and Radiation Oncology before moving to the Department of Medicine 13 years ago. She started in Medicine working for the Fellowship Director in Cardiology. In 1994 she was recruited to Project Assistant for Operations. She was promoted to Operations Manager in 1996 and still holds that position today. Her responsibilities including managing space, relocation and construction projects for the department. ed heiger 

Edward Heiger III, Manager of Information Systems: Mr. Heiger came to the Department of Medicine as a Network Technician in 1992 to facilitate Medicine’s transition toward a centralized Local Area Network (LAN) and provide computer support to faculty and staff. A Certified Netware Engineer, Mr. Heiger was promoted to Manager of Information Systems in 1994 and continues in that position today. His staff consists of 4 employees, supporting approximately 1000 users, not only in the Department of Medicine, but also in the GCRC, DEPM, UHC, EJC, MBRC and GRECC. He can be reached at


Robert McGuire, MBA, CPA, Associate Administrator, Finance: Mr. McGuire is a certified public accountant who has been with the Department of Medicine since 1987. He previously served as Director of Finance. He can be reached at

Division Administrators


Henry T. Seifert, MBA, Division Administrator, Pulmonary and Critical Care: Mr. Seifert joined the University of Maryland in May 2006. He was previously the Corporate Procurement Manager at Legg Mason, where he worked for ten years. Mr Seifert is also an Adjunct Professor of Economics at Harford Community College.  He is married with two children.
