Notice 1/12/2010 - Provider Application Review Process

Youth PictureThe RTC Waiver is a program that uses a team-based approach called Wraparound to provide mental health and medical services to youth with intensive mental health needs. The team - including the youth, family members, care coordinators and service providers - develops a plan of care that allows the youth to receive services and supports in the community rather than in a residential treatment center. The plan of care and services are individualized to the strengths and needs of each family.

Youth can receive services for up to two years. Because of the specialized services, the RTC waiver has a limited number of openings, or slots, each year.

Where can I find the approved waiver application?
The RTC Waiver is a 1915(c) Medicaid Psychiatric Residential Treatment Facility (PRTF) Demonstration Waiver. There is a 
waiver application that has been approved by CMS. See the attached document for more general information about the 1915(c) Community Alternatives to Psychiatric Residential Treatment Facilities National Demonstration Grant Waiver: National 1915(c) CBA PRTF Demonstration Grant 

Where can I find the regulations (rules) for the RTC Waiver?
There are two sets of regulations governing the RTC Waiver:

COMAR 10.09.79 - Psychiatric Residential Treatment Facility (PRTF) Demonstration Waiver; and
COMAR 10.21.10 - Psychiatric Residential Treatment Facility (PRTF) Demonstration Waiver Providers.

RTC Waiver Service Providers must also be in compliance with the General Medical Assistance Provider Participation Criteria (COMAR 10.09.36). These regulations can be found by going to

The RTC Waiver is supported by the Maryland Children's Cabinet, Governor's Office for Children, Department of Health and Mental Hygiene, and the U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services. Project Management and evaluation for the RTC Waiver is provided by the Maryland Child & Adolescent Innovations Institute & Mental Health Institute at the University of Maryland, Baltimore, School of Medicine.
