Notice 1/12/2010 - Provider Application Review Process
The RTC Waiver is a program that uses a team-based approach called Wraparound to provide mental health and medical services to youth with intensive mental health needs. The team - including the youth, family members, care coordinators and service providers - develops a plan of care that allows the youth to receive services and supports in the community rather than in a residential treatment center. The plan of care and services are individualized to the strengths and needs of each family.
Youth can receive services for up to two years. Because of the specialized services, the RTC waiver has a limited number of openings, or slots, each year.

Where can I find the approved waiver application?
The RTC Waiver is a 1915(c) Medicaid Psychiatric Residential Treatment Facility (PRTF) Demonstration Waiver. There is a waiver application that has been approved by CMS. Where can I find the regulations (rules) for the RTC Waiver?
There are two sets of regulations governing the RTC Waiver:
• COMAR 10.09.79 - Psychiatric Residential Treatment Facility (PRTF) Demonstration Waiver; and
• COMAR 10.21.10 - Psychiatric Residential Treatment Facility (PRTF) Demonstration Waiver Providers.
RTC Waiver Service Providers must also be in compliance with the General Medical Assistance Provider Participation Criteria (COMAR 10.09.36). These regulations can be found by going to http://www.dsd.state.md.us/comar/
